PUBLIC CONSULTATION MEETING ON LICENCING OF KITUI WATER AND SANITATION COMPANY (KITWASCO)
The Water Services Regulatory Board (WASREB) has received a licence application from Kitui Water and Sanitation Company (KITWASCO), which operates in Kitui County. KITWASCO has applied for the licence in accordance with Section 85(1) of the Water Act, 2016.
In line with WASREB’s principal mandate under Section 70(1) of the Water Act, 2016—“protection of the interests and rights of consumers in the provision of water services”, Section 87(1)—“An application for a licence shall be subject to public participation” read together with the provision of Section 139, we wish to inform that public consultation meetings shall be held at the venue and date indicated below.
These meetings are intended to provide a platform for stakeholders to give feedback on KITWASCO service provision, proposed licensing conditions, and proposals for improving services going forward.
KITWASCO will host the consultations in a hybrid format (physical and virtual), as outlined below:

Important information:

The WSP is required to engage with stakeholders in different zones within their service areas before the scheduled public consultation and submit a report to the Regulatory Board.

Participants should be seated by 10.00 a.m. Personal identification of participants will be required.

Members of the public in respective areas are invited to make oral and written submissions and ask any questions that may relate to the provision of water services in their areas.

Notice is hereby given that there shall be the 5th Annual General Meeting of Kitui Water & Sanitation Co. Limited (KITWASCO) on 17th June, 2025 to be held at MARIE GARDEN HOTEL Kitui Town starting 9:00am to transact the following business: -
1. Reading of notice convening the A.G.M
2. To table the proxies and confirm the presence of the quorum in line with Articles of Association
3. Reading and Confirmation of the Minutes from previous meeting
4. Matters Arising from the previous meeting
5. To receive and consider the Managing Director’s Report
6. To receive and consider the BOD Chairman’s Report
7. To receive and consider the Auditor Generals Report for the years ending 2022/2023 and 2023/2024
8. To note that the Board of Director does not recommend the payment of dividend
9. To Confirm that the appointed auditors (Office of the Auditor General) shall continue in the office
10. To Amend the Memorandum and Articles of Association of the Company

Kitui Water and Sanitation Company (KITWASCO) applied to the Water Services Regulatory Board (WASREB) for review of water services tariffs, for the period 2024/2025 to 2027/2028 as per section 72 (1) (b) of the Water Act, 2016.
Public consultation on the KITWASCO application was carried out in accordance with the requirements of section 139 of the Water Act, 2016. After considering the application, the written and oral submissions by all stakeholders during the consultation period, and based on the latest available data, WASREB has determined an upward tariff review for KITWASCO is justified to improve service delivery, operate sustainably, and protect consumer interests by meeting the tariff conditions attached to the tariff.
WASREB gives a one (1) months’ notice to all existing and potential customers of KITWASCO that the approved tariffs for the four Financial Years 2024/25, 2025/26, 2026/27, and 2027/28 on Kenya Gazzete Vol. CXXVI—No. 66 dated 17th May, 2024 under GAZETTE NOTICE NO. 5972.

Kitui Water and Sanitation Company Ltd (KITWASCO) proposes an upward tariff review to enable the Water utility to operate at full cost recovery and meet conditions for improving service delivery.
Details of the current tariff and the proposed tariff can be obtained from www.kitwasco.co.ke or at the Kitui Water and Sanitation Company Ltd. offices along Kyangwithya - Misewani road, opposite the governor’s office, 100 Meters off gate B.
Written comments on improvements in service delivery and/or comments on the upward tariff review should be addressed to the MD, Kitui Water and Sanitation Company Ltd P.O. Box 341-90200 Kitui or (kitwasco@gmail.com. They can also be addressed to tariffs@wasreb.go.ke
The closing date for such comments shall be on 29th February 2024. A public consultation meeting shall be held on Friday, 23rd February 2024 at Kitui Agricultural Training Centre (ATC) Kitui Town starting at 10 am.

The company wishes to notify the public that due to decreasing water levels at our main source of water, Masinga Dam, a water rationing scheme has been put in place. Water will be supplied to selected areas on selected days as discussed by our operations team. Kindly check the scheme Water Rationing Program for more information.
